In a letter to workers, seen by the BBC, Stuart Crooks, the managing director of Hinkley Level C, stated substantial design modifications, required by British rules, meant there have been 7,000 modifications that wanted to be made to the location, with 35% extra metal and 25% extra concrete wanted than initially deliberate.
